Weicheng District, The Use Of Foreign Direct Investment Policy Analysis

Weicheng district's economic development was beset with funds shortage, thus strengthening forces on the use of foreign direct investment and the open to outside plays a vital role for the economic growth healthily and steadily of Weicheng. Therefore, how to increase foreign direct investment further is a topic that must be settled for entering a new opening stage and for a quicker economic development in Weicheng. The topic settlement would be significant both in theory and in reality for attracting foreign investment and supplementing local funds shortage. Scholars of home or abroad have researched on the use of foreign direct investment from the micro point of views, which was in short of a systematic research on a defined period and relatively smaller area. On the other hand, there was a strong demand for the theory research on the foreign direct investment practice in Weicheng district. The research of the article is put forward under such background.The article investigates on the policy alteration under the current environments for foreign direct investment in Weicheng district, by adopting the theoretical and empirical analysis of the strategic management and relative areas. It reviews the history and summarized the present status of the foreign direct investment in Weicheng district, and analyzes the existing issues during using foreign direct investment. The main problems are the unreasonable industry structure that focuses much on simple manufacturing, great amount of losses and low contribution to the local finance, small investment scale and low quality and simple investment way needed to be broadened.Using SWOT, The article analyzes present inside and outside environments of Weicheng district. There are 5 outside opportunities and 3 outside threats, and 6 inside strengths and 4 inside weaknesses. In general, Weicheng district faces more opportunities than threats on the outside environments, and the obvious inside strengths and weaknesses. Based on the above analysis, borrowing the experiences of Kunshan ,Jiangsu, Wecheng district confirms the SO strategies (SO means the pioneering strategies.) as focusing point and proposes the following policies: 1, Emancipate the mind, raise the flexibility of the preferential policy; 2, Catch the opportunities, work well on the industry investment promotion with the support of competitive industries; 3, Scientific investment promotion, increase foreign direct investment efficiency; 4. Make full use of human resources advantages, educate service outsourcing supporters as a solid foundation of using foreign direct investment for service outsourcing; 5. Raise servicing consciousness, optimize investment environment; 6. Strengthen the building of investment promotion team; 7. Construct scientific evaluation and supervision.
