Perfecting civil servant incentive mechanism is the urgent requirement for improving civil servant quality and promoting government efficiency. As the development of China market economy and the advance of government reform, existing civil servant incentive mechanism is not suitable for current civil servant management. Some issues and defects has exposed, which leads that civil servant did not exert their enthusiasm completely, so it can not produce the expected results. This requires us establish and perfect a effective civil servant incentive mechanism, call for all the incentive factors to improve civil servant's enthusiasm, initiative and creativity, exert their potential ability so that improve work efficiency and achieve the task objectives.Based on this truth, I especially analyzed and researched on the inspiration mechanism of the national taxation civilians at Dezhou.There are five parts in this paper. The 1st part is the introduction to why I selected this subject, a general overview of relative studies, research methodology and the framework of this writing.The 2nd part mainly states the significance of establishment of the inspiration mechanism in Dezhou national taxation offices. It first outlines the meaning of the civilians' inspiration mechanism. And then it discusses the importance of establishment of the civilians' inspiration mechanism at Dezhou national taxation offices from the following 4 aspects: 1) to improve productivity; 2) to enhance the staff's capabilities; 3) to absorb excellent talents; 4) to strengthen systematic construction against corruption.The 3rd part is an analysis of the current situation of the civilians' inspiration mechanism at Dezhou national taxation offices. I first introduced the offices, and then described their current situation,and at last, by questionnaire, I demonstrated and analyzed the general status of the civilians, their motivation of selecting this career, their motivation on evaluating the inspiration measures, by which I worked out the problems existing in the mechanism and their root causes. The 4th part are the suggested solutions to the civilians'inspiration mechanism at Dezhou national taxation offices. First I generalized Chinese traditional inspiration methods, main inspiration theories overseas, civilians'inspiration practices in developed countries, as a reference to improve the inspiration mechanism. On that basis, I verified three philosophies and five principles for establishing the inspiration mechanism. At last, I probed into some optimization suggestions, including improving performance assessment mechanism, creating new promotion and inspiration mechanism, establishing and strengthening the elimination mechanism, developing several forms of inspiration methods, researching on multi-channel payment and welfare, promoting the team stuff by training and pushing the culture construction at the offices.The 5th part is a brief conclusion to the topic.Civilians in national taxation offices are those with some special characteristics. The studies and papers on the inspiration on those before were limited to a description of some phenomenon and theoretic analysis of the measures, and lack of systematic demonstration studies. The studies are far from enough by theory or in practice. The innovative point raised in this paper is that, on a basis on questionnaire, I brought the demand for individual improvement and realization, and worked out solutions by both theoretical and demonstrative analysis.
