In the global aging trend, the traditional public pension system and plans have become critical issues. The pension system of many countries and its mechanism are udergoing profound changes. After the collapse of the USSR (Soviet Union) the Republic of Kazakhstan faced great number of dfficulties in the social security and pension system. The Government of Kazakhstan made an urgent decision to carry out the pension system reform and put it in the central place of the reform of the economy, made it drive the reform of other areas, stimulate development of the market economy. Moreover, as the traditional pension system coulnd't meet the people's needs any longer, Kazakhstan needed make the economy develop in accordance with these changes and trends. The work describes the process of the pension system reform and shows the inevitability of the reform of Kazakhstan.The first part introduces the basic situation of Kazakhstan, the cause of its pension system reform, including the basic information of its geographical location, population and the Constitutional support of the reform.The second part describes the background of the pension system reform, including the main purpose of the reform, its principles, the development of the aging issue, the increase of the pensoin burden, and how the population did not support the tradiotional pension system any more.The third part describes the content and measures taken during the pension system reform.Part four shows the effect of the reform, how the Government with the help of the reform achieved the active participation of the population in the social life and its contribution to the development of the country on the whole.The fifth chapter focuses on the successful experience, what measures of the reform have led to the success.Part six compares Peoples Republic of China and Kazakhstan in the course of the pension system reform, its advantages and disadvantages and how it will play a significant role if both countries will learn from each others experience.The final chapter summarizes the whole work and process of the reform and mentions the need for the reform. And reform is an art, it is necessary to look into it from the very point of view.
