Since The Reform And Opening Up Of China's Anti-unemployment Policy

The Economy in China develop rapidly since Reforming and Opening-up, at the same time, it causes some social issues, especially the Unemployment problem. In the course of development of 30 years in China, the problem of unemployment reveals its complexity on characteristics and causes. To solve the unemployment problem has great practical significance on protection of the health of economy, stabilization of development, and promotion of the building of a harmonious society. In condition of market economy, it has become of paramount importance to the people's livelihood for the government to effect the management of a comprehensive unemployment and the expansion of employment in the way of utilizing administrative and economic means of integrated. Therefore, in the course of transition of economic and social development, it urgently needs to do comprehensive study on the problem of unemployment and the policies of government.In this paper, it has made a more comprehensive analysis on the formation of mechanism, evolvement course, governance strategy and effect of the unemployment problem since Reforming and Opening-up in China. The first and second part reviews the unemployment peak of three times since reforming and opening-up, it analyzes the formation of the peak of unemployment, the policies adopted by government and received effectiveness, as well as current unemployment situation. The third part summarizes the experience and lessons of our government's anti-unemployment policies, and also makes a reference on the successful experience of the unemployed on foreign countries. The last part, based on above analysis, it tables relevant proposals for the government to solve the unemployment problem of the relevant policies, including the adjustment of economic structure, promoting flexible employment, speeding up urbanization, improving the social welfare system and strengthening the construction of labor market and so on.
