| Work-related injury insurance,as an important part of the social security system,is the first and the most extensive social insurance in the world.There are three parts in this thesis.Relative definitions and the significance of work-related injury insurance are introduced in the first part,the below content are included in the second part,they are the characterizations and practice of work-related injury insurance of Germany,Japanese, American,what we can learn from them,the advantage and the disadvantage of work-related injury insurance in our country,and necessity of improvement of our current system.Countermeasures are put forward in the last part,which are how to raise funds, how to pay the fees,how to carry out rehabilitation,and the functions of government in work-related injury insurance reform,etc.Even though the Work-related injury insurance regulations was being perfect than before,which also played a considerable role at present time,it still has a long way to go to catch up with the advanced countries.For example:the low-level legislation for work-related injury insurance system,the low coverage rate,the imperfect treatment standards,the imperfect mechanism for the prevention of work-related injuries,and the undid work of work-related injury rehabilitation etc.These problems were also discussed in details in this paper,and they should be reformed in future.For this reason,this thesis put forward a viewpoint,namely,giving priority to injury prevention,compensation in time,paying attention to rehabilitation,which should be combined together.The below points were also advanced in this paper,meaning:building a floating rate for work-related injury insurance in the accident prevention mechanism formulation;picking up work-related injury insurance reserve;giving awards to companies which did better in accident prevention.This paper gave several suggestions in below:the coverage should be enlarged in work-related injury insurance,the withdraw proportion of work-related injury insurance fund using for prevention should be regulated,the vocational rehabilitation system should be cleared,the operating mechanism of work-related injury insurance should be improved.In this paper,a new point is to put forward,government should issued the policies in the safe production and in the process of the implementation work-related injury insurance,the function of government in work-related injury insurance should be stressed in future. |
