Defective Product Recall An Early Warning System

In recent years, the events happen frequently that people's lives and property are menaced by defective products, such as Japanese Toshiba laptop events, Mitsubishi Pajero car events, Panasonic mobile phone events, which caused the society's widespread concern for defect product callback. At last, several necessary policy suggestions are put forward for defective product recall management(1)Warning theory of defective product recall management are put forward on the basis of comprehensive use of FAHP and gray-TOPSIS theory, risk theory, system engineering theory principle and so on. Its main contents are: Obvious or hidden risks exist in the whole process of products production, sale and use, but most risks can be predicted, managed and controlled. The early warning of defective product recall is essentially a process of information access, analysis and delivery, and the information collection and intelligent analysis are difficult factors. (2)Early-warning index system of defective product recall management is established according to practical, sensitivity, comprehensiveness and operability principles which include one target, four primary indexes and twenty secondary indexes.(3)Defect recall management warning model is established based on fuzzy analytic hierarchy process (AHP) and gray correlation theory. The threshold of degree is defined by methods of 5-scale table, conventional limit principle and product safety practice.(4)Two typical defective product recall management events of the poison powder and "TYLENOL" are analyzed with the model, then summarized the experience of management, and put forward several policy suggestions for the defective product recall. It would be non-hazardous according to strict market supervision, improving product safety awareness and realizing sharing of information, which can help form a effective mechanism for products safety, not only can control enterprise crisis, but also enforce the defective product recall warning.
