The City's Innovation Capacity Evaluation Studies

Innovation runs through the whole process of economic development and plays a decisive role in regional economic development. National Innovation and Regional Innovation is the foundation of the City Innovation. City Innovation, a part of Regional Innovation, is the network organization of f the main elements and associated non-main elements, enterprises, universities, research institutes, government and intermediary organizations such as the composition of the network nodes of innovation and mutual cooperation, integration of resources, to carry out re-optimizing the allocation of resources to determine the new operating rules in a certain boundary. It is a general innovation including technical, organizational, institutional, and cultural. The principal parts of the city innovation are colleges and scientific research institutes, enterprise, government and intermediary organizations and so on.The basic elements of City Innovation runs through the system's internal mechanisms (interactive learning, knowledge creation and sharing, proximity and social embeddedness) combined with each other and interact, resulting the changes of output in a certain sense, then affecting the city innovation system development, and improve the efficiency of city innovation system. The City Innovation is advantageous in carries out the target-oriented innovative activities, impetus enterprise and profession development and promotion, forms the complete innovation system and sharpens the independent of City Innovation Capability.City Innovation Capability is the ability of a city conversion the all kinds of knowledge elements into new products, new technology and new service. It is closely related to the sustainable development of city power and long-term competitiveness. City Innovation Capability comprises of knowledge innovation capability, technology innovation capability, system innovation capability, service innovation capability, industry innovation capability, and so on. The macro-background conditions that influence City Innovation Capability's achieving (That is, the city's macro-economic and social development level). This paper selects the indexes from this six aspects to build the evaluation indexes system for City Innovation. Selecting 4 cities' 26 indexes as stylebook, using SPSS to make Factor Analysis, we get 3 main factors, and according to the main factors' score and ranking, analyses the cities' performance on the 3 main factors, then get the cities' general innovation capability's score and ranking, and make relative analysis. At last, we give some suggestions for cities to improve the City Innovation Capability.
