Research Of City Innovation Capability Evaluation

According to innovational levels, the research about innovation includes National Innovation System and Regional Innovation System on macro level, Enterprise Innovation System on micro level that include technology innovation and institution innovation, and Industry Innovation among micro level and macro level. City Innovation, a part of Regional Innovation, has the character of denseness, high effective and diversification of person with ability, substance and activity in a certain boundary. It is a course of re-collocating city resource and remaking city development and function mode. The principal parts, main contents and innovation environments compose the structure of City Innovation. The main contents of City innovation comprise of knowledge innovation, technology innovation, industry innovation, service innovation and system innovation. The principal parts are colleges and scientific research, enterprise, government and agencies and so on.City Innovation Capability (short for CIC) is the ability of a city to reassemble resources such as knowledge and technology, to create new knowledge and technology and to recreate new products. It is the whole reflection of city knowledge and technology, representation of city competence and development potential. According to the structure of City Innovation, CIC comprises of knowledge innovation capability, technology innovation capability, industry innovation capability, service innovation capability and system innovation capability. And also the economic development and nature resource environment are major influencing factors of City Innovation. So we select the indexes from this six aspects to build the evaluation indexes system for City Innovation. Selecting 15 semi-provincial cities and 3 cities directly under the jurisdiction of government as the stylebook, using SPSS to make Factor Analysis and Principal Analysis, we get the results of CIC for this 18cities, and make relative analysis and some suggestions for these cities to improve their capability of independent innovation.
