Technical Barriers To Trade And Countermeasures

Along with the development of the international trade and the increasing competition of the global market, developed countries more and more take advantage of Technical Barrier to Trade (TBT) as new means for trade self-protection. This brings more difficulties to our export and seriously hinders the normal development of international trade. As capital of China, any activity in Beijing stands for the China's attitude. Therefore, the research on TBT can significantly affect Beijing's export.The thesis aims at putting forward relevant policy recommendations by means of describing,quantitating and analyzing the technical barriers,our present situation of technical barriers and trade conflicts.To attain the goals,the dissertation is divided into three parts, including theory analyses, esample analyses and policy analyses.By the analysis of industrial structure and export situation, this paper concluded that the influence by TBT of Beijing's export is not as serious as other districts of China, One reason is that the main exports of Beijing are high-technology productions- technological element of these productions is higher than others and produdted by the overseas-funded enterprises.The other reason is the unique advantage that all departments of our nation's government and many research institutes and universities are located in Beijing,furthermore,there has some preferential policies while any of other districts has not. However,for our trade partners are concerntrate in U.S.A, European Union and Japanese in which place TBT is popular, many exports under the influence of TBT ,the primary products for exemple.In addition,the species of export productions and export companies is few,so the fluctuation of the influence by TBT in Beijing is more obvious than other places in China compared with original influence. Thus, effectively overcome the limitation from TBT, a series of efforts in creating multiplex export product and market, improving the supervision ability, enhancing the in-trade science application and establish Beijing to be a creditable commercial brand have to be listed in progress to finally provide a stable and healthy environment for Beijing's export market.
