Impacts And Countermeasures Of Technical Barrier To Trade On China's Agricultural Export

Along with global trade liberalization and international economic integration process accelerated, more and more countries make the means of trade protection turn to technical barriers to trade which is more covert and flexible. As developing country, due to a certain gap between China and developed countries on the level of economic and technical, when facing technical barriers to trade by another countries China is still at a disadvantage, especially agricultural products. Agriculture product is one kind of China's traditional export products that have comparative advantage and agricultural trade is directly related to the vital interests of the majority of farmers in China. Conclusions of the study confirm the facts that the technical barriers to trade measures significantly reduce the international competitiveness of China's agricultural products.This article firstly systematically reviews and draws reference from research results about technical barriers to trade of domestic and foreign scholars whose research made from different angles, then start research from the basic concept of technical barriers to trade, the mechanism, and theoretical analysis of impacts on economic, and make game analysis about the causes of setting up technical barriers to trade by many countries, pointing out that setting up technical barriers to trade is essentially a multi-stakeholder constant battle that ultimately can achieve more balanced results. Secondly, by reviewing the course of China's agricultural product export status and analyzing export status from 1978 to 2008, this article reveals the importance of agricultural products export. Then make an overview of China's agricultural exports faced technical barriers to trade by using the method describing many examples, thus make dialectical analysis of the positive effects and negative impacts on technical barriers to trade on China's agricultural exports. Followed by Chinese typical cases about tea and honey export, with the application of gravity model, it makes empirical analysis of technical barriers to trade by panel data in order to determine the degree of influence on China's agricultural exports. Finally, according to empirical results in combination with the fact, this article analyzes the reasons why China's agricultural products encountered technical barriers to trade, and put forward some policy recommendations targeted on the government and enterprises across the agricultural technical barriers to trade.
