With the development of knowledge-based economy, the globalization of world economy and the intensification of standard of regionalization, the innovation activity gradually appears the characteristic of regionalization. The spread and use of regional knowledge, technology resources and the capability of innovation will be decisive factors in the construction and development of innovative district that gets the core competitiveness. With the resources of hi-tech and high talent people endowed by nature, the university-concentrated region should get a place in the construction innovative district. However, because of the different administration system between university and local district, the wisdom resources , such as education, hi-tech and high talent people do not put into full play. The spillover effect made by the university to the local economy, social development and culture development do not function well. With the strengthen of the independent innovative capability and construction of innovative state, it will become a significant issue for our region and country how the university-concentrated region break the system obstruction and integrate and use the local resources effectively to promote the reconstruction of the local resources and show the spillover effect made by the universities to the district and seek for the new development mode.This thesis makes use of the regional innovative system theory and Triple Helix Theory and summaries up and compares the foreign and domestic experiences of the university-concentrated region. This thesis makes a case study on the development mode named "Tri-party Cooperation" of Yangpu district and analyzes the problem restricting the developing system, resources, fund and HR. Finally, this thesis provides policy principles and suggestions to further promote the development mode named "Tri-party Cooperation".
