Concerning macroeconomic control via land policy, experiences since 2003 suggest that in order for an effective control, there needs a transfer of control instruments from administrative to economic and legal ones. However, up to date, there still is no mature theoretic support for this, either are there no sufficient literatures regarding the research on macroeconomic control via land policy. Consequently, policy-making tends to run in an unscientific and unsystematic manner. So, it is urgent to explore the mechanism of macroeconomic control via land policy at theoretic and practical levels, particularly based on the complexity and basic functions of land, compared with other factors of production. Based on the review and conclusion of the practices of macroeconomic control via land policy in China, with the use of economic analysis, systematic analysis and model structuring, the paper has made an attempt to build a theoretic framework as well as a policy system for macroeconomic control via land policy. To detail, the paper analyses the role of land in the socio-economic system and explores the transmission channel mechanism of different land uses in the macroeconomic control system. The paper also examines the co-relationship between land economy and national economy in China in a quantitative manner, and a statistically economic rule is offered. The paper ends with policy suggestions concerning macroeconomic control via land policy in China Conclusions this paper reaches include: (1) Labor Theory of Value as well as Land Rent Theory developed by Marx is the fundamental principle for macroeconomic control via land policy; (2) The policy system is principally composed of control by substance and control by value; (3) The control of land supply features control by substance; (4) The control of land asset value is adjusted through the fluctuation mechanism of land asset inventory and land asset mortgage; (5 ) The law of automatic stabilizer and alternative action should be given adequate respect in a market-based economy; (6) Instruments of land policy in different regions should be chosen according to the transmission law of land variables in the regions. |
