With the global economy integration and gradual improvement of China's financial system, China's banking system began to change. Since trans-regional joint-stock commercial banks and city commercial banks quickly grew up, the domination of the state-owned commercial banks in the banking business is gradually broken, which indicates China's financial market took a crucial step.Provided an environment of international competition, small and medium-sized banks are in a more disadvantageous position than before since the majority of them will eventually be the deal. China's city commercial banks, known as the "third tier" after the four major state-owned commercial banks and joint-stock banks, have a congenitally deficient since the beginning of their founding. Whether the introduction of foreign capital, or listed, or reorganization, the choice of city commercial banks has a same purpose, which is to expand and achieve strategic transformation, change the future destiny.Risk management is a subject that has been proposed for years, and it is also one of the main elements that city commercial banks facing in transformation. Problems as inadequate capital funds, the lower quality of assets, the non-performing asset ratio have constrained the city commercial banks for the further development. Therefore, implements of comprehensive risk management and improving the quality of assets of the city commercial banks will be a major issue which city commercial banks have to face.X city commercial bank is a certain representation in business. Within over 10 years, X city commercial bank experienced a series of process of rapid development such as restructuring innovation, introducing of strategic investors, etc. Now it is in the pursuit of market operators and inter-regional strategic business transformation. Although X city commercial bank is in the forefront in overall competitiveness in business, its strategic transformation process has been constrained to some extent by the level of risk management. Based on X city commercial bank as an example, the study of its risk management and history could provide recommendations for other local banks in transformation - improving credit risk management, operational risk management, gradually constructing the comprehensive risk management system.
