Same as big enterprises, small-sized enterprises are also an integral part of modern economy. They are playing an irreplaceable roles in increasing employment, activating the market, income growth, stablizing the society and forming reasonable national economic structure, etc.Countries in the world which have gone through successful economy development transformation all pay much attention to the development of their small and medium-sized enterprises(SME). These countries have all established rather perfect financing systems to solve the bottleneck problem of fund for the development of SME. As a sequence of increasing globalization of world economy, development of Chinese enterprises have been changed from internal capital accumulation to mutilization. Capital management is becoming an important method for an enterprise to improve its status and speed up its development. At present, comparing with big enterprises, one serious problem that obstructs SMEs from being developed is the financing problem that SMEs commonly have to face. Whether this issue can be solvely effectively is vital to the sustainable and rapid development of national economy and livehood of people.Northeastern Industrial Base has contributed a lot to the construnction of the country and social development at the primary period of socialist construction. Following the change of economic environment, the overall economic development level of Northeastern China area has a big difference with that of coastal areas, which is shown on obvious lag behind of economic development, single ownship structure and weak competition capability, etc., These problems have seriously restricted the development of Northeastern Industrial Base. So, how to solve problems faced by Northeastern Industrial Base is one of the main issues faced by China. Since the opening and reform policy of China, SMEs in Northeastern China have been developed in a higher speed. But the development of SMEs needs funds, so study on financing is an important issue. Now, among all problems faced by SMEs of Northeastern Industrial Base, financing diffifulty is the core problem that prevents SMEs from development. So solving the finanicing problem for SMEs will be of great significance to SMEs and development of Northeastern Industrial Base or even the development of whole China and social stablity. So, solving the financing difficulty for SMEs will not only promote SMEs' healthy development, but will also greatly promote the innovation of Northeastern Industrial Base.The paper will discuss the financing problem faced by SMEs of Northeastern Area, analyse SEMs' present financing status, try to find out reasons for their financing diffculties. The paper will also research and put forward suggestions on solving financing problems for SMEs in Northeastern Area.
