Landless Farmers Insurance System Study

With the continuous perfection of socialism market economy and the rapid push of urbanization, a great lot of farming land has been levied, leading to the expansion of the special group of levied farmers. Consequently, a hot issue of how to fix the retiring welfares of the levied farmers has come into being, in both theoretical and practical ways. However, neither the state nor the local governments have regulations on the reimbursement for the levied farmers, their legal rights can not be ensured. This explains the non-stop escalation of conflicts brought by levy, harming the social stability. For the abovementioned reasons, it is of great significance to conciliate the systems in cities and countries as well as to facilitate social harmony by researching on the retiring welfare system for the levied farmers.Based on the previous researches and the basic theories of such disciplines as politics and economics, this paper displays a systematic research on the retiring welfare system of the levied farmers through qualitative and quantitative analyses of positivism coupled with norm. Citing the levied retiring farmers in Hunan Province for case study, by carrying out on-site surveys and analyses, it concludes the necessity of a retiring welfare system and points out the elements to consider when designing the system. After that, this paper analyzes comparatively the practices of the retiring welfare systems for the levied farmers in different places, takes into account the social environment of the retiring welfare systems together with the reality of economic development, and recommends a model system for the levied farmers, combining retiring life insurance with basic social retiring insurance and demonstrating detailed designs for each of the chains such as capital collection, account setup, supervision on the fund operation. What's more, it considers the additional measures and implementation methods for the system. This paper aims to provide reference for researchers in the area and for the government to establish a complete retiring welfare system for the levied farmers.
