Xiangxi Tobacco Industry Organizational Restructuring Study

Tobacco is an important economic crop in China, Xiangxi is one of main production areas of tobacco leaf, tobacco cultivation area achieve 13,300 hectares every year. Tobacco agriculture becomes a pillar industry which help poor mountain farmers to cast off poverty and the main source of local fiscal revenue . In this paper, the history of development and current situation of Xiangxi tobacco leaf industry organizational structure, the factors which influence Xiangxi tobacco leaf industry organizational structure ,and development direction of foreign tobacco leaf industry are deeply and carefully studied .First, development of the tobacco leaf industry in Xiangxi is analyzed. Recalling the history of evolution of the Xiangxi tobacco leaf industry; analyzing the status of production and circulation of Xiangxi tobacco leaf industry; the United States, Brazil, Zimbabwe's tobacco industry model and organizational structure have been done a comparative analysis to the situation in Xiangxi Tobacco. It is not difficult to find its planting region too scattered and small scale, its causes is lack of market mechanisms, it is the most important causes that Xiangxi tobacco leaf industry is short of competitiveness . Therefore, to improve tobacco production levels and product quality in Xiangxi, we must find methods that adapt to local tobacco production scale and deploy the framework of the development towards market - plans model.Second, analyze the impact of factors that influence organizational structure of Xiangxi tobacco leaf industry .Deeply analyze the domestic tobacco industry development, technological advances, as well as farmers cooperative economic organizations. Deeply analyze the theoretical model of farmers decision-making, think that decision-making by farmers is affected by the prices and the cost . think the prices and the cost are distorted in monopoly system , the tobacco leaf industry organizational structure have the negative impact on farmers .According to the above analysis to Xiangxi tobacco leaf industry, Some useful conclusions are given out to speed up organizational structure adjustment.Finally, the major organizational models of production and circulation facing to the future in Xiangxi are put forward, and the relational policy of accelerating reformation in Xiangxi is put forward too.
