Hunan Tobacco Industry, Tobacco Optimal Allocation Of Resources

The leaf tobacco is the foundation for the development of the tobacco industry. With the implement of the strategy of "great brand, great market and great company" and the "two tens", China Tobacco Hunan Industrial Corporation Ltd.(CTHIC), as the represent of China tobacco industry, keeps focus on the concentration of the brands and improvement of the product structure. Currently, planning as the major tool of leaf tobacco resources allocation, the leaf tobacco quantity, structure and quality of CTHIC are facing great challenge. To guarantee the supplement of tobacco leaves is the crucial issue which CTHIC need to solve to maintain a sustained and sound development.Combined with resource allocation point of view of Pareto efficiency theory, this article analyzes the traits of leaf tobacco resource allocation, and indicates the goal of optimizing the tobacco leaves resources allocation is finding a suitable allocation method. By researching on the resources allocation theories in different stages of development, especially on the theories and practices before and after the era of reform and opening up of China in depth, the article comes to refer that the arrangement of resources under the socialist market economic system should be the combination of marketing and planning, in other words, strengthening the macroscopic readjustment while fully using the market mechanism in resourced allocation, which is the theoretical basis of this article. Secondly, this article continues with analyzing the present balance between the supplement of and demand for tobacco leaf in CTHIC under the current planned tobacco leaves recourses allocation. On detailed analysis, this article points out the sense situation in the process of leaf tobacco allocation and causes behind the situation by contrasting the leaf tobacco allocation in China and in other major tobacco producing areas in the world. Then, this article makes it clear that the leaf tobacco allocation in China should be the combination of marketing and planning. In other words, is to use the leading role of industrial demand for tobacco leaves, while strengthen the planning adjustment. This article also put forward the suggestions on the optimizing the leaf tobacco allocation from the aspects of the brand and leaf tobacco development planning, establishment industrial bases, the coordination between purchase and transfer, integration of the tobacco cure process, logistic construction and comprehensive utilization of leaf tobacco. In the end, on the prospect of tobacco industry, this article formulate the policy measures for optimizing the tobacco leaves recourses on several aspects such as planning and demanding, industrial bases and locations, management system in leaf tobacco cure process and macroscopic readjustment.
