Finance is the core of modern economy,financial development is playing very important role in modern market economy. Integrated theory of financial development includes macro theory of financial development,micro theory of financial development and mid-scale theory of financial development.Most studies are about macro theory of financial development,micro theory of financial development, but studies about mid-scale theory of financial development are too scare. Because regional finance is the most form of mid-scale theory of financial development, so analyse of regional finance will drive studies about mid-scale theory of financial development. But now lopsided financial development among different region in our country go against.harmonious development of our regional economy.Therefore,study how to improve financial development of undeveloped region and promote balanceable development in regional economy of our country have not only immense meaning in theory ,but also important realistic signification.Based on the background,the paper firstly try to analyse the relation between exploitation and configure of regional financial resources with regional economic development in order to harmonize different regional economy of our country in guide of the theory of regional economy development and the theory of finance and economy development from the view of financial resources.The paper secondly use the financial data of the southern cities and the northern cities of jiangsu province to analyse the relation between difference in exploitation and configure of regional financial resources with difference in regional economy by the influencing mechanism that exploitation and configure of regional financial resources have on regional economic growth.Thirdly, the thesis establish panel data model to study the impact that difference in exploitation and configure of regional financial resources have on difference in regional economy at the basis of the model of economic growth of Harrod-Domar and the analysis of choice of interrelated index.Eventually,the paper bring forward the political proposal such as promote the degree of marketization and improve the financial environment based on conclusion of the model and the cause of difference in exploitation and configure of regional financial resources in order to heighten the level of exploitation and configure of regional financial resources and quicken undeveloped regional economy and harmonize lopsided development of regional economy.
