Study On Sustainable Development In Jiangsu Province, The Tertiary Industry

Since the reform and opening up policy, the economy of Jiangsu Province has been developing well, and the economic structure has also changed. The proportion of the tertiary industry becomes larger and larger, and the internal structure of it has also changed. The rapid development of the tertiary industry puts more pressure on the environment and brings more serious environmental problems. If not dealt with appropriately, these problems will become the main factor that constrains the tertiary industry and the sustainable development of the national economy. The 11^th Five-Year Plan of Jiangsu Province put forward the basic national policy of resource conservation and environmental protection, advanced intensive and conservation development, and advocated high efficiency of resource use. Therefore, the sustainable development of the tertiary industry is the major way to reach this goal.Since the proposal of the sustainable development in the end of the 1980's, many countries in the world attach great importance to it, including China, which has also proposed the road of sustainable development. The explorative research of the sustainable development theory has been carried out in many different fields of the tertiary industry, such as tourism, green logistics industry, green hotel, and so on.This paper, based on Sustainable Development Theory, Environmental Kuznets Curves Theory and Environmental Externality Theory, points out the resource shortage and environmental protection problems in Jiangsu Province and the influence on water, power and electricity service by using the method of literature analysis and example analysias,.through the collection of statistical yearbook. It constructs the content system of the sustainable development of the tertiary industry, including the principle, specific content, significance, and so on. In order to realize the sustainable development of the tertiary industry in Jiangsu Province, it also puts forward specific suggestions from aspects of laws and regulations, economic policies, environmental management, industrial distribution, technological development, and environmental advocacy. Take the Eco-tourism resort of Qinhu Lake in Taizhou City for example, it takes measures to relieve eco-environmental impacts through planning, environmental monitoring, clean production, and educational publicity to promote the development of eco-tourism, which has both guiding and referential significance on the realization of the sustainable development of the tertiary industry.Under the background of sustainable development theory, it proposes some common problems like pollution and over-consumption of energy, constructs the content system of the sustainable development of the tertiary industry, works out measures to realize the sustainable development of the tertiary industry in the future. In all, the purpose of this paper is that it will give definite idea and concrete solutions to solve problems in the future of tertiary industry.
