Local Government And Rural Credit Cooperatives Strategic Partnership Research

This article main studies that how the local authority transform the governmental function, build up strategical cooperation with the Rural credit to achieve the strategical goal of socialism new rural reconstruction in such principle of the provincial government's separating enterprise management right from government administration, of managing legally to the Rural credit cooperative, of not intervening Rural credit cooperative's concrete service and the operative activity, and in such frame that the credit association authority does not been given to the administrative section related of city, county and countryside .The article is divided into four parts: the first part of introduction mainly shows its research background, research value and the significance, main content and technique. The second part analyzes the historical evolution and the realistic condition between the Local authority and the Rural credit cooperation. The third part narrates strategical cooperation between Local authority and Rural credit. Through the exploring argumentation of theoretic background , necessity and possibility between Local authority and the Rural credit, it mainly proves their cooperatively realistic foundation. The fourth part is to construct their cooperatively specific measures. From every side,it puts forward the corresponding countermeasure proposal, in view of certain questions which current appearsIn this article the writer thinks that a kind of driving accommodating institutional arrangements and of strategy cooperation should be taken between the rural credit and Local authority. On the one hand the Local authority ,through creating better economical and credit environment and providing the superior benefit policy to support and the promotion agriculture letter society development, should deepen the understanding, the transformation function to realizes the mutual benefit altogether win to win; On the other hand, the Rural credit, under the intense market competition, needs to strive for the survival even development and locate the market in"three agriculture". It should also strive for Local authority's support positively, back the reform, strengthen coordinated relationship with the local authority related to strengthen its own serviceability.
