Because of many historical reasons, there are many problems in China's real estate industry tax system. For example, the taxes in the trading are too heavy and the taxes in holding link are too light. This current real estate tax system is no longer adapting to the demand of this new situation and needs to innovate immediately. In order to improve this situation, the government and some experts suggest that we should design an inside-outside united, urban-rural united, and house-land united Chinese real estate taxation system reforming plan in general, which is called property tax. Meanwhile, it is an important part of fiscal system reform at present.Nowadays, the academic community has not achieved a definite appellation for property tax. This paper suggests that property should be a tax collected in the holding link of real estate and it is also an important integral part of local taxation system.The theoretical basis of property tax is the basic goals. This paper believe that the property tax have three basic goals. First, the main goal is increase the financial income. Second, the property tax is for adjust the allocation of resources. Third, the property tax is used for the re-distribution of social wealth. In the property tax system design, this paper from the areas such as fair approach, benefit approach, perfect tax system approach, and efficiency approach.Property tax is a general tax in the world. This paper mainly introduces the property taxation system in the USA, UK, Japan, Chile, Hong Kong and Taiwan.Through international comparison, this paper suggests that the design of property taxation system must reflect the conditions of a country; the property tax is local tax and become the main income of local government; the local government should have more decision-making right of property tax; In the collection and the specific design elements of the tax system, we need to evolve a set of scientific management methods and supporting systems.In additional, the paper analyses the conditions of property tax in China. The author believes that there are many problems in the present real estate taxation system. And the author also analysis activated property tax conditions.On the base of analysis of the condition of property tax, this paper analyses the impact to the stakeholders. The property tax will have important influence to the government, real estate enterprises, and individuals. To the government, the collection of property tax will increase the income of local government, improve efficiency of public finance, and deepen the reform of financial system. To the real estate enterprises, the property tax will reduce the cost and duplication of taxes. To the individuals, the advantage of property tax is reducing the housing expenses and the prices of high-grade house. The disadvantage is the property tax may raise the cost of holding houses.This paper is divided into five chapters in the structure. The first chapter introduces the background of the topic, the content and the research methods, and the research status at home and abroad. The second chapter is the basic theory of property taxation system, which includes the basic concept of real estate and property tax, and the theoretical basis of property tax. The third chapter is international comparison.Through the discussion of the property taxation in the other countries, the paper reveals out the reference for China. The fourth chapter discusses the condition of the property tax in China. The author believes that the current real estate taxation system has many problems, and analyses the conditions and necessity of property tax system in China at present. The fifth chapter analyses the impact to the stakeholders such as the government, real estate enterprise, and individuals. In additional, this chapter discusses some measures which the government will be taken.
