Green Evaluation Of The Port Coastline Resources Development Study

The rapad development of economic and foreign trade of our country has contributed to the expansion of our ports, and the sound development of our ports depends on the good quality costal resources. At present, the use and allocation of our costal resources are not rational enough. It is very important for us to optimize the use and allocation costal resources, so we can keep the sound development of our ports. But the promotion of effectivenesss of the use of our costal resources is only one aspect of the rational utilization of them. In essence, it is only the basic requirement which is based on the rarity of costal resources for us to achieve the goal. To keep faster and better development of our ports, it is also necessary for us to condsider the sustainable utilization of the costal resources and the environmental factors.This paper introduced the situation of the utilization of costal resources of our country, then analyzed the limitions of environment impact assessment of port item.According to these limitions, strategic environment assessment was used to solve these problems.Based on the environment science and environmental economics and sustainable development theory, SEA pocess which could be used in the EIA of costal resources development palnning was constructed. In this process, the planning of the costal resources development should firstly be analyzed, according to the analysis, the main environmental impact of the planning to the water environment, atmospheric environment, sound environment and ecological environment should be identified and the scope of SEA should also be identified, then the environment effect factors table and appraisal factors table were constructed. According to the tables, indicators system was constructed. In this paper, DSR modeling was used to construct the indicators system, the function of each indicator were also discussed in this part.At last part of this paper, the development planning of coastal resouses of Qinzhou port was analyzed, according to the SEA theory, an AHP-Fuzzy Synthesis Judgement model was constructed to analyze the ecological and environmental suitability of five different parts of Qinzhou port.According to the study of this paper, it is obvious that the SEA of costal resources development is not only neccessary, but also should be applied in the decision process as early as possible. It should become the tool of the manager. The application of SEA can perfect the EIA of development planning of coastal resouses greatly.
