Water Resources In The Income Distribution System

In recent years, as the continuous deterioration of the ecological environment, sustainable development doesn't only meet their own needs and development, but also does not compromise the ability of future generations. Water resources are the main ecosystems and the sustainable development of water resources are the base for the sustainable development of human society. Therefore, it is of paramount significance in building a reasonable revenue institution of water resource.This paper proceeds to the main line of water resource ownership. In accordance with the requirements of sustainable development by applying the methods and empirical analysis and comparative study of the combination of standardized analysis, the author creatively put forwards some specific design ideas of China's water resource revenue. The structure of paper shows as follow:Introduction: The author analyzes the problem existed currently at first, and on the base of this, propose the direction and content of this paper. Then, explain the achievement currently.Part One: First, the author explains the meaning of water resource which is different from natural water in order to clear the scope of research. Then, explain the economic nature and the type of water resource. There are many classification methods according to different standards, and this paper choose the standard of the way of gain and use which will be the basis of the research in the future.Part Two: This part explains theory of water resource revenue. First of all, clear the ownership of water resource which is about state-owned problem. Next, explains the management of water resource, propose that we must consider the state-owned water resource as state assets. The management includes ownership management and the revenue management. Then, explains the constitution and the form of the value of the water resource revenue. Finally, explains the specific form for the government to participate in the allocation of water resource revenue.Part Three: From this part, the author analyzes the water resource revenue of every type specifically.
