Study On The Scale Of Government Health Expenditure In China

In recent years, problems on China's health care come to be unveiled, given a rise to the high attention of the Central Committee of CPC, the State Council and other related governmental departments. It has been agreed generally that the existing health care system should be reformed. Started with setting up effective mechanisms of public spending on health to resolve the existing problems, the paper is to attempt to explore the particularities of the scale of our government expenditure on health by making the comparison of it in different countries and by contrasting the history and the current situation of the change of our government expenditure scale on health in the transition course. The paper makes an analysis on the relations between public spending on health, finds the problems on China's health care and show how to plan reasonable polices to boost the effectiveness of public spending on health in China and guarantee the carrying out of the new round of health care reform in a smoothing way.This paper applies a set of integrated methods: empirical analysis and standard analysis; qualitative analysis and quantitative analysis; and contrast analysis. By applying these methods the author analyzes the scale of China's public spending on health since the implementation of the reform and open policy. The author aims to make suggestions for the improvement after pointing out the problems existing on public spending on health. And the author hopes to provide inspiration for further research of the improvement of the policy.This paper can be divided into five parts.The part one is the introduction. This part has expounded the backgrounds and the meanings of studying, and has pointed out the train of thought and the analytical methods that have been adopted in this paper. The part two is the theoretical analysis on the scale of public spending on health. This part has defined the basic conceptions appeared in the paper. Furthermore the author summarizes some of the domestic and foreign scholars' different conceptions about the healthy expenditure and the relationship during the conceptions.The part three is to compare about the scales of public expending on health in different countries. The author has summarized the particularities of our government expenditure's scale on health by contrasting the laws of changes of the government expenditure on health of the developed countries, developing countries, transition countries and China, and has made a deep analysis in the reasons.The part four is about the analysis of the public spending scale on health in our country. First the author describes the characteristics and the present situation of the absolute scale and the relative scale of China's government expenditure on health, and then she does certain empirical analysis. After that the author discusses the factors which influence and restrict the expenditure scale. Finally she makes an objective judgment of healthy fiscal expenditure scale on the basis of the former analyzes.The part five is recommendations and conclusions for the paper. From the development of the China's health system and the real situation of China's government spending on health, we can get several conclusions: 1.Fix the responsibility of government and the scope of the health expenditure reasonably; 2. Increase the government heath expenditure moderately; 3. Strengthen the legally binding mechanism of government health expenditure.
