New Rural Cooperative Medical Care Financing Mechanisms In Kunming Countermeasures

In order to help the rural residents to solve the realistic problem of poverty caused by illness and the return of poverty due to illness and boost the establishment of social security system in rural area, the Party Central Committee decided to restart the rural cooperative medical system in 2002. The establishment of this system is in favor of the improvement of the rural medical and health environment and the health level of the farmers. The new rural cooperative medical system is an interdependent system for the health of the farmers established by raising fund through multiple channels. The fund-raising mechanism and the expiation mechanism are the most important two parts in the new rural cooperative medical system and two aspects that supplement each other, condition each other and restrict each other. Fund raising involves with problems such as the main body of financing, the total volume of financing, the mode of financing and the ratio of financing. In this system, there are three aspects in the main body of financing, the government, the collective and the individual. In light of the analysis of the current situation, with the further establishment of rural security system, the state financial investment is the most stable and dependable. The collective economy is mostly in a state of vanity, unable to undertake the fund for the farmers to take part in the insurance, while the individual financing of the farmers seems difficult because of the influence from their will and ability. As the main participators and beneficiaries in cooperative medical treatment, the farmer individual financing plays the decisive function in the question whether or not the new rural cooperative medical system can develop healthily, successfully and continuously.The first part of this article describes some fundamental problems, including the research background, the proposal of questions, the significance of research and the research way and framework. The second part gives a theoretical summary to the financing system of the new rural cooperative medical treatment, aiming at the expatiation of the theoretical foundation and necessity of financing for the rural cooperative medical treatment, and systematically introduces the financing modes and features for cooperative medical treatment at home and abroad. The third part reviews the circs of the new rural cooperative medical treatment in the experimental spots of Kunming area at first, and then gives a further introduction to the operation circs of the new rural cooperative medical treatment in the experimental county. The fifth part, on the basis of the practical research result, analyzes the experience, the existing problems and difficulties in the financing mechanism for the new rural cooperative medical treatment in the experimental county, and then aiming at the actual situation in Kunming area, puts forward the corresponding countermeasures and suggestions.
