| Used the combination of literature and interviews,farmers’ will is the core of theresearch. This paper takes farmers in L village of Q city as survey objects andanalyses the current situation of the participation of farmers to the new ruralcooperative medical system in order to understand the desires, behaviors and thedifferences of participating before and after.By understanding farmers ’ evaluation ofNCMS subjects,this paper uses the system theory to analyze the factors influencingthe participation of farmers,the government, the new rural cooperative medical system,targeted medical institution and farmers themselves.According to the problems in theprocess of participating farmers met in,we can put forward some concretesuggestions.The main conclusion is divided into the following aspects.First,from the farmer’s own analysis,the rate of farmers’ participation in the newrural cooperative medical system is high.People in different age,state of health,personal life and mutual interpersonal relationship have different impacts on thedesires.And the effect of economic income decreases.Second, from the angle of the government analysis showed, the governmentmanagement have deep effect on the action of farmers’ participation in NCMS.Theydoesn’t satisfy with local government.Government needs to strengthen the publicityand supervision.Third, the rural doctors as a special professional in a rural, play an important rolein the process of farmer participation, affect the intention and participation of thepeople.We need to eliminate the loopholes in management. And we can use theirsocial status and prestige to improve the farmers’ participation willingness.Fourth,according to the analysis of medical service system, the service level anddrug price and of medical and health system will impact the action of farmers’participation in NCMS. The farmer think that drug price is to high in the hospital, andthe level of service of hospital is too weak in village and town,at the same time, theservice price of the city’s hospitals is higher than the village,which influence thefarmer’s participation willingness.Fifth, in the new rural cooperative medical system, the effects of individualneeded paid amount on farmers participating of effects gradually reduced. The proportion of claims and compensation mode of new rural cooperative medicalsystem will influence the farmers’ intention.The quality of hospital and thereimbursement ratio are mismatched. It puts people in a dilemma, and compensationmode at present does not meet the real needs of the people. |
