Land-reserve system is a new policy tool that the government uses to monopolize the supply of city land. Land-reserve system can make sure that the government is the only supply of the land in one class land market, control the land supply effectively, prevent multiply land supply. Meanwhile, Land-reserve system can help those entrepreneurs in trouble, revise the existing land, allocate the existing land significantly efficiently and reasonably. After purchasing the land, Land-reserve institution develops and arranger them, redevelop and recycle those that are not in good environment and arrangement. After selling the land, the price of the land rising, the government land income increase, promise an increase in value of state owned land property.Total to say, since 1996 Shanghai established the first land-reserve system—land development center, land-reserve system have done a great job in protecting village residentsland, increasing government land income and making sure that state owned land property is appreciation. But we also should see the problems. Since land-reserve system is short of fund, problems in land supply structure and timing have already caused the pricing problem of land and real estate in Shanghai, Hangzhou, Beijing; the low price of compensation of land put the village residents in the edge. These problems may cause further problems of the whole society.This text fixes its attention on problems of fund and village residents' surviving and developing. First I analyses land-reserve system in and out broad, including Shanghai, Hangzhou, Beijing, Sweden, Holland, France. Secondly, take the village residents' surviving and development as a target on the above-mentioned foundation, I design to take option as a tool, put land-reserve theories and option theories together to put forward suggestion of maneuverability.The creativity of this thesis lies in give the right of development to the original usrer of the land. I hope this may help in bringing forth new ideas in land-reserve system.
