With the continuous improvement of socialist market economy system, there is an increasing demand for economic integration. Transport integration is an important prerequisite and basis of economic integration.The Yangtze River Delta is listed as one of six metropolitan regions in the world. In the 21st century, the highway transport and waterway transport have advanced by leaps and bounds, which enjoy a vital position in the economic development of this region. Without the effective integration of highway and waterway transport, it is hard to realize the steady and sustained development of economic development, increase employment opportunities and cope with the intense competition among international regions. The transport integration has been given an important place on the agenda of our country and the local governments at all levels.In recent years, although we have been making great progress in the highway and waterway infrastructures construction, there are still a series of problems existing in harmonization and integration of cross-region policies, market, management and information, leading to unbalance of infrastructures, low transport efficiency, low revenue etc.. In the final analysis, it is because of the lack of powerful safeguard mechanism conforming to the demands of the times.Taking integration of highway and waterway transport as a breakthrough point and basing on regional development theory, transportation theory and strategy management theory, this thesis is aiming to introduce a mechanism that can safeguard the successful advancement of the integration between highway and waterway transport, thus promoting the balanced development among different regions in the Yangtze River Delta:1. Introduces the theory of coordinated development between regional economic development and transportation. Then it briefly points out the status and function of highway and waterway transport in the comprehensive transportation.2. Analyzes the relationship between highway and waterway transport and the Yangtze River Delta. Meanwhile, it brings out the long-term outlook for future influence to highway and waterway transport by regional development. At last, it sums up the essence and necessity of integration between highway and waterway transport.3. Depending on the recent situation of highway and waterway transport infrastructure, it analyzes the main influential factors of integration. Then it summarizes the bottleneck of integration between highway and waterway transport.4. Amply discusses the strategy and measures of transport integration of EU, and summarizes the valuable experience for the Yangtze River Delta.5. By reference to the ideology of strategy alliance and theory of performance management, it builds up a safeguard model, designs the safeguard organization structure and operation modes of safeguard mechanism for the integration between highway and waterway transport.6.
