Now that the domestic sea born carriage of steam coal in China increases year by year, more and more shipping companies have joined the line, with the veteran players constantly absorbing new tonnage and improving the fleet structure. Time Shipping (TS), as a maritime enterprise established 5 years ago, found herself in the threshold of great opportunities. However, the primary question against the development of TS is which segment of vessel her investment should go for second-hand ships and/or new buildings, given that the fleet structure and segment selected will dictate the growth and subsistence of TS way forward. In the context of escalating international oil, fuel cost is taking more percentage in the cost column of shipping companies. How to optimize the fleet structure so it makes best economic sense and minimize the transportation cost while the supply demands of power plants are well satisfied has become imperative for TS.This essay is divided into several parts to conclude a fleet programming scheme of TS for Yangtse River transportation. Firstly, it gives a review on current research findings in the domestic/overseas domain regarding fleet planning and ship distribution in shipping routines, plus an analysis of where TS stands in the Yangtse River transportation; secondly, a demonstration of economy analysis methodology for shipping operation is put forward, to confirm various parameters of Yangtse River routes; finally, it explores the basic theory of liner programming and the solution of Excel method of integral programming, establishing Ship Distribution Model in shipping routines targeting at minimizing the total shipping cost, with the solution of the model computed afterwards. The scheme concluded hereby is partly implemented in real operation already.
