Study On The Compensation Mechanism Of Farmers In Our Country

As one of the most significant social issues in today's China, landless farmers issue has a direct impact on the smooth realization of the objective of building a well-off society in China in an all-round way. Guided by the scientific outlook on development, this article studies the basic theory of economic compensation for landless farmers, describes and analyzes the present situations and nature of, as well as the reasons for, the issue of compensation for landless farmers, dissects the practice in China to develop a mechanism of compensation for landless farmers, and explores the ways to handle the landless farmers issue in China from a perspective of developing a scientific mechanism of compensation. Besides the Preface in which the purposes, significance, thinking, means and characteristics of the study are briefly discussed, this article is divided into five parts.Part I mainly analyses the theories related to the landless farmers issue. Starting with the land rent theory, the land price theory and the land requisition compensation theory, this part discusses the theoretical base for developing a mechanism of compensation for landless farmers. Part II analyses the practice of some foreign countries in terms of the compensation for landless farmers. In this part, this article mainly addresses the general information and the common characteristics of the land requisition compensation systems of some foreign countries, with a view to studying and learning the experiences of these foreign countries in establishing the land requisition compensation systems. Part III investigates and analyses the present situations and problems in China in terms of the compensation for landless farmers. This part mainly discusses the basic situations and the principal characteristics of the issue of compensation for landless farmers, and analyses the reasons therefor. Part IV investigates and analyses the practice of developing a mechanism of compensation for landless farmers. Starting with the evolution of the mechanism of compensation for landless farmers in China and the practice of Sichuan Province in this field, this article analyzes the achievements already made and lessons get from the practice. And Part V addresses the countermeasures to develop the mechanism of compensation for landless farmers. In this part, this article proposes the countermeasures to develop the mechanism of compensation for landless farmers by starting with the reform of existing land requisition systems to establish a guarantee mechanism of farmers' interests in land, improvement of existing compensation policies to develop a fair compensation mechanism taking landless farmers as market players, promotion of the transformation of productive methods to establish a system for training landless farmers and for supporting their employment, and reform of existing pension system to develop a social securities system for landless farmers.Based on the research fruits at home and abroad, efforts have been made in this article for the purpose of innovation in the following aspects: to develop a market for rural collective construction land, safeguard the rights and interests of landless farmers, push forward the marketization of resettlement of landless farmers and of compensation for them, adjust the distribution format of land proceeds and take landless farmers as market players who should be fairly, compensated; to explore more employment opportunities, improve employment and supporting policies and promote the transformation of productive methods of landless farmers; to reform existing methods taken by farmers to provide for their old age, establish a social securities fund for landless farmers and push forward the exchange of comprehensive social securities by landless farmers with their land. However, due to the lack of some essential knowledge and capacity, the author has not exhausted all the aspects of this topic in a deep and comprehensive way, has not conducted on-site investigations in areas as many as possible and has not consulted reference materials as abundant as possible. As a result, there is still a room for improvement in this article in terms of theoretical innovation, especially the systematic research into the guarantee of farmers' interests in land by reforming land ownership. The author is therefore open to the comments and criticisms from teachers, experts and friends.
