Hunan Postal Financial Management System Reform

Establishing and improving a modem financial management system model of Hunan Post is of great significance to help the Hunan Postal enterprises to promote information, standardization and rationalization of financial management, to improve the management efficiency, economic retums and core competitiveness, and to deal with the increasingly fierce competition in the internal and external environment. Based on the investigation and analysis on the financial management of Hunan postal enterprises, this paper explores a financial management model adapt to the reform and development of Hunan Post, taking the theory of overall budget management and precise financial management as the foundation. That is: the general service sectors adopt overall budget and cost-sharing to establish a financial system with a core of cost management; the competitive sectors establish a financial system with a starting point of departments' Profit-and-loss Statement and a focus of profits; the postal banks establish a financial system of professional banks under separated accounting. And, integrated financial management has achieved marked results in Hunan Post specialized reform application. Therefore, with the acceleration of the postal system reform, establishing a financial management system of specialized precise management with the center of management and profits will play a certain role in handling the existing problems in the financial management system of postal enterprises correctly, supporting the development of the postal business, and meeting the needs of reform and development of the postal enterprises.
