Since the "Monternet Plan" was launched by China Mobile Telecommunication in 2000, the mobile value-added services have been developing in a high rate. The greatly development of value-added services industry attracted much venture capitals. It seems that the future of value-added services industry is undoubtedly promising. However, accompanying questions,such as immoral behaviors of SPs, lacking of innovation stimulus, show that the organizing mode of the industry has its inborn shortness and that it is not suitable for the further development of value-added services.This dissertation analyses current organizing mode of value-added services in China, and compares it with the organizing modes of oversea value-added service industry and traditional industries. Then author proposes the remedy method of the orgazing mode: Firstly, government (MII) takes the responsibilities of monitoring the behaviors of SPs. Secondly, telecom operators expand the cooperation with CP, SP and ISP, so as to directly import good contents and expend industrial markets, solving the question of lacking product-innovations. In addition, telecom operators should not only focus on self promoting resources, but should take the social marketing resources in the industial system by cooperation. By these effords, a more powerful industrial chain will come into being, and the industrial system will be more reasonable.
