Local Government Enterprises Cluster Policy Research

The enterprise cluster is not only an organization which advancescompetitive advantage of enterprises but also an approach which is applied todevelop local economic by local government. It is reported that the enterprisecluster is important for local economic in China but the enterprise cluster dose notdevelop well. More and more practice throws out it is impossible to developenterprise cluster depending on market and enterprise cluster itself. It requiresstrong public power. Local governments in China became a self-governed unitsince 1980 when finance reformed. Increase of local finance depends on effort oflocal government and increase of local economic. It is possible for localgovernment to promote enterprise cluster because of profit and responsibility. Thepolicy is a main way for local government to manage enterprise cluster. But howabout is the impact of these policies? Dose the enterprise cluster satisfy with thesepolicies?Presently in China most of the researches on enterprise cluster were regardfulof the content of policies and applied qualitative analysis. Few of them broughtinto the function of local government and adopted quantitative analysis. In practice,local governments have already woken up to the impact of policies to theenterprise cluster. But most of them did not know what to do except for attractinginvestment and pursuing popular projects like others. They gave attention to thecourse of making policies to advance enterprise cluster and were never care of theeffect and perfection of policies. So it is time to ponder how to evaluate policies ofenterprise cluster and how to advance relations between local government andenterprise cluster.This paper focuses on enterprise cluster policy, using five steps to analyze theaffecting factors and finally build up a system to value the enterprise clusterpolicy.The first part of this paper is to prompt and analyze the problem.In this part,the author points out the important meanings of enterprise cluster policy for therealization of Chinese economy development and local government has theresponsibility to force the economy to develop healthily and quickly.But in the academic circle there is no agreements on how to make the policy as well as howto evaluate it,this makes the study on the local government's enterprise clusterpolicy more urgently and importantly .Based on these findings ,the author find outthe weaknesses of the theory.The second part of this paper build up the theory foundations of enterprisecluster policy.There are three steps to finish these:firstly,describe the meaningsand development of the enterprise cluster as the economicguides;secondly,describing from the necessity,strength and effects of the localgovernment to manager the enterprise cluster,this is using as the publicmanagement to make policies;finally,based on the above analyses,we can get theprinciple of making and valuing the cluster policy.The third part is the main part of this paper.In this part,the author first usesthe local government economic theory and enterprise cluster theory to analyze theeffects of local government on enterprise cluster and the targets of enterprisecluster policy,and set up a whole standard of evaluation system.Then using thelocal theory to divide the enterprise cluster into different sectors.And using theeconomic and public management theory to get a global conclusion, thenforwards a new system to evaluate the Chinese local government enterprise clusterpolicy.The part four is the simple use of the above conclusion. This part uses thetheoretic data to evaluate the system,tests and proves the practicing of this systemas well as guide values.Besides,it also gives some instructions on how to perfectthe system.The last part of this paper sums up the conclusions and new points, promptsthe problems which need to be discussed further.The main new points in this paper are as follows: firstly, the studysubject.This paper targets the real effects of local government enterprise clusterpolicy and divides the effects.Secondly, the angle of study.The author bases onthe economic and public management theories to make the evaluation system andindex, this helps the author analyze the policy's strengths and weakness from amore wider view...
