After pointing out that the massive outflow of young and posta-dolescent abors in our rural areas could bring out some negative effects to our rural areas' agriculture development and other aspects at the present, the thesis elaborates correlative domestic as well as overseas theories and researches, then analyzes theoretically how the outflow of young and postadolescent labors causes the unbalance of agriculture labor providing structure in rural areas and bring out negative effects to rural areas. Next the thesis studies practically the negative effects in rural areas from different angles, including agriculture development, education of retaining child- ren,living of retaining old people, supervision of family planning,and so on. The thesis analyzes why the outflow of young and postadolescent labors causes these downside effects in rural areas. The thesis suggest that the falling behind of education, the bad organization of social security system,the clog of land transferring and the lag of so-cial service syst- em in rural areas as well as present household register system are all the reasons .At last the thesis brings forward a series of measures to removing the negative effects, excluding developing rapidly rural educational business,improving inner quality of rural grass-root cadres, innovating la- nd operating mechanism, perfecting social security system, reforming present household register system, developing country economies and so on.What the thesis wants to tell us is that the rapid outflow of young and postadolescent abors in our rural areas has already brought out some negative effects to our rural areas, but if some proper measures being taken we can keep the balance of agriculture labor providing structure in rural areas and can not do harm to the development of rural areas while promoting the shift of rural labors.
