When we strategically integrate enterprises resources, HR is the key sector that we must take into consideration, HRM is very importantfor enterprise to make the organization strategy and implement it. In recent years civil aviation airport of China has greatly enhanced its management level and the ability of making profits through localization reform and property reorganization. From the viewpoint of modern human resource development and management, one of the human resource development activities' goals is to improve the human resource quality. Therefore, the final goal of optimizing the human resource development activities of the airport and enhancing its human resource quality is to improve the airport's safety performance and facilitate the realization of the airport's strategic objectives. In order to deeply study the airport's human resource development innovative tactics, the situations of the airport's human resource development are investigated through the questionnaires in this article. The problems of the airport's human resource development are understood and analyzed through interviews. The airport's human resource development strategic optimized model is proposed according to the real reasons of the airport's human resource development. Through analyzing the relationship between the enterprise strategy and the HRM strategy, combination the HRM strategy, organization strategy and management strategy, and the furious competing surroundings that VTCTHAN AIRPORT are facing with. My paper point out how to help the enterprise realize the implement of the strategy successfully and enhance the competitive ability of our enterprise.Questionnaire investigation, statistics and interview method are applied in this article.
