The quality of environment there is very significant to the environment of the east of china even the East Asia. At the beginning of the development plan of west area, to strengthen the environmental protection work and quicken the ecological environment recovered or improved are the basic assignment. However, recycle economy there is still backward seriously. Maybe the systematic block is the important reason for that. In order to solve the development problem of recycle economy in west area, we must analyze its systematic reason, according to that, it is a natural choice to solve the systematic problems of recycle economy fundamentally and make the system innovation or construction. Also, it will promote the development of recycle economy.Firstly, this paper analyses the basis and frame of recycle economy in terms of theory, and expresses its importance. The study way, combines macro analysis or standard analysis with microanalysis or practice analysis, are used to analyze the whole environment that recycle economy develops in, summarizes the existing systems of recycle economy, focuses on the analysis of the systematic block, points that the main reasons about it are the government's insufficient supply and the unbalance system changing or low level of efficiency. This paper analyzes the unfavorable effects of rural-urban structure that take on recycle economy.Then, all the problems above are discussed fully, and some solving ways are offered.
