1, The purpose and importance of the studyThere was a saying,"no understanding the Chinese peasant, no grasping the China". Recently the greatest problem in China is still the peasant problem; Basic problem of peasant is still the problem about the agriculture and the development of agriculture economy. After December 2006, our country not longer got the financial industry protection form WTO. Rural Credit Cooperative (RCC) will compete with external bank , internal bank and the other non-bank organizations. So the reform and development of RCC will be concerned to the financial support for about 900 million Chinese peasants, to care of"weak community"from our party and government, to the implement of policies about reducing the gap between the rich and the poor and construct humanity social, to the fate of 600 thousand of full time workers in RCC, to safety of over 200 billion financial assets, to the general situation of social stabilization and modern construction. Now as far as the present conditions are concerned, its system had been reformed for several times, but the result was not very good and still indefinite, which not only restricts the sound development of RCC, but also impede the support to"three agriculture". In the financial field, there are a lot of different views which were focused on whether insisting on or giving up the cooperative? Although the endless discussion, there was still no definite result at present. It has more urgent theoretical and practical significances that how to approach and study the reform model of RCC from the Chinese conditions at present.2, Basic train of though and structural system.This essay begins with the present conditions of RCC, briefly expounds development course of RCC in China; deeply expounds internal and external environment of RCC; finds RCC's weakness and advantage, compares some reform model, at last , according to present conditions of RCC, points out some contrary reform measures.In chapter one, is briefly expounded development course of RCC in China. RCC was established and a lot of reform in the stage, from 1951 to 1979. The second stage form 1980 to 1996, RCC became the tool of government develop township corporation, in 1984, government decided recover RCC's cooperative nature and managed by The Agricultural bank, but it was still managed by government. The third stage was from 1996 to 2003, RCC and The Agricultural bank had no relation and managed by The people's Bank, government wanted to recover RCC's cooperative nature, but it was not successful because of many reason in the stage. The forth stage is from 2003, RCC was reformed by rule of market.In chapter two, internal and external environment of RCC is deeply expounded. In external environment analysis, the content contain political, economy, law, knowledge, technology. Then expound calling analysis and calling compete analysis. In internal environment analysis, we point out RCC's weakness and advantage.In chapter three, I mainly analyze development path of RCC. RCC has three development paths: cooperative, cooperative-share and share. The three development path has it's weakness and advantage. A according to practice, Bazhong RCC should be commercial; the reason is RCC's dissimilation, policy, shareholder's choice etc.In chapter four, some contrary reform measure with RCC's reform is mainly expounded. There is some measures, such as financial corporation bankrupt, support policy etc in external, some measures , such as market localization, product research, etc.3,The viewpoint and methods of investigationBecause of the working experience of many years in grass-root or RCC, the author had the chance to take part in a series of great reform of RCC directly or indirectly. Hence the author can grasp plenty of vivid first-handed materials and also can deepen the awareness of the reform and development of RCC. Therefore, the essay attempts to give some elementary helpful investigation to the reform of RCC. The author applies some knowledge of economy, financial, management in MBA, expounds Bazhong RCC's environment, development path and some contrary reform measures.It's aim is that RCC can healthy, continue develop in future. Because of the restriction of author's knowledge and the ability of analysis, it is not enough in the deepness and extent of the essay, especially on the theory of innovation.
