China Development Zone System Of Innovative Research

China strides forward towards the historical period of Reform and Opening up and Modernization Drive since later 1970s. Faced with the fierce challenges of the rapid economy development and new technology revolution globally, China grasps the historical opportunity in good time. In the situation of planned economy, dependent on the government's system renovation, China accomplishes the initial work of development district construction from 1979 to 1985, shaping a rudimentary system comprised of high-tech and economic-tech development districts. This new system reflects the system renovation at three levels:macroscopic, mesoscopic and microscopic. But with the reorientation of market reform and the gradual construction and improvement of socialist market economy system, the development districts are confronted with system rather than policy competitions. The phenomena such as absence of legal position, industry chaos, unprincipled planning still affect the prospect of development districts. A series of problems in development districts'legal position, management system and management authority become protruding which are in urgent need of resolutions. To solve the problems, the system renovation of the development districts has to be furthered. The deeper the reform grows, the more complicated the deep-seated interest relationships and contradictions will be, and a more mature experience provided by the preceding system renovation experiment in development districts is needed. The current economic, social and administrative reforms as well as democratic and legal constructions will be furthered afterwards with more profundity and complexity, which will continue to play a demonstrative role for reforms nationwide.This paper first proposes the existing problems and the researching significances; the second part approaches from system entailments and functions, and introduces in brief the methods of system renovation, the stages of system changes in contemporary Chinese society and the route theory―the foundation of system. The theoretical basis is followed by an analysis of the relationships between system renovation and economic and social developments, and the basic train of thought to study development districts from system renovation perspective is fixed; the third part applies the system renovation theory, points out that the system renovation in development districts takes place atthree levels, analyzes the entailments, modes and characteristics of system renovation in China's development districts, and reviews their developmental processes and effects; the fourth part dissects the realistic difficulties facing the system renovation of development districts in the new period; the fifth part conducts a survey of system renovation in development districts from three aspects:the subjects, objects, and outside situation, and further puts forward the reflections and countermeasures for system renovation.The methodology adopted in this paper is a combination of theory and practice, of empirical and comparative analyzes. Directed against role switches of system renovation subjects in development districts, focusing on system renovation, this study proposes that development districts are the product of system renovation, which turns out to be the basis for further expansion of development districts.
