The animation industry as the sunrise industry in the 21st century has developed rapidly in our country. There have been constituted a huge industrial chain around it and formed the new economical point of growth. The demand of animation in our country is very exuberant. The government has also introduced the corresponding policy and regulations to promote the rapid development of animation industry. Under the background of the market demand and the government advantage policy, how should the Changsha animation industry deal with the challenge and competition of other provinces and cities, and how to promote the development of derivatives industry and forms a complete industrial chain? These are urgent topics of constructing and developing Changsha animation industry base.Firstly, this article has carried on the elaboration of the development present situation and the government policy of domestic and foreign typical local animation industry and analyses it. And then, it has carried on the analysis to problem and the opportunity of the Changsha animation industry emphatically, afterwards it carried on the elaboration regarding Changsha's government policy, then adopted the questionnaire survey way to carry on the experiment regarding the Changsha animation industry consumer, and obtains a data and carrying on reorganization and the analysis.
