Chongqing Municipal Financial Ecological Environment Evaluation And Countermeasure Research

Financial ecology, the innovative concept of modern financial theories, was first put forward by Zhou Xiaochuan, the president of people's bank of China. The theory was formed by implicating ecology concepts into financial field. Chongqing is the only municipality of western China. It should fully apply its geographical and political advantages to closely follow up the steps of the development of western China, accelerate the economic development in order to promote the development of southwest China and the area of the upper reaches of Changjiang river. However, good financial ecological environment is the key to achieve these goals.The first chapter is the introduction part. It explains the concept of financial ecology. Based on the analysis of the financial risks, we conclude that the financial risks of China is very serious and they are the reflections of all kinds of risks under the situation of China's reforming and opening. Through studying the related investigations made by people bank of China, we think that self-building of the financial institutions and improving the financial and non-financial environments are the keys to prevent and demolish financial risks.The second chapter introduces the financial ecology theory. Firstly, by comparison with the natural ecological system, we define that financial ecological system is composed of financial institutions and financial ecological environments. They are inter-dependent. Next, we state the main characteristics of financial ecological environment and the signal transmitting chain in financial ecological system.The third chapter is analysis on the building of financial ecological environment. In this chapter, most ink is put on the three basises. The first one is credit basis. Credit is the core of financial ecological environment. It is closely related with the building of harmonious financial ecological environment. However, the common credit lost situation gives a bad influence on the environment. The second one is the legal system. We analyze its influence on financial ecological environment. The third one is the government's behaviors. After elaborate analysis, we conclude that the government should behave in another way in order to improve the financial ecological environment.The fourth chapter is the analysis of Chongqing's financial ecological environment. According to official institution's investigation, the quality of Chongqing's financial assets places at eighth across China and the financial ecological environment places at 30th among 50 medium and big cities. Though the situation is not good, through practical inspection, we discover that the financial ecological environment of Chongqing improves fast on the whole.The fifth chapter is the problems analysis in the process of financial ecological environment building. We analyze both the hard and soft environments flaws and find 7 problems. 1. the social credit environment is ready to improve. 2. the basics of financial ecological environment are not strong enough. 3. financial market is not mature. 4. the legislation on finance is far behind. 5. local government's behaviors should be governed. 6. there is no effective system to maintain legal rights. 7. the operation system of financial institutions is ready to improve.The sixth chapter gives some suggestions on the building of Chongqing's financial ecological environment. In order to build a harmonious financial ecological environment, we must have the sustainable development view in our minds. System innovation comes first, including building effective financial development evaluation system, strengthening financial institutions' financial innovation and so on. Building good social credit environment is another hard but significant task. In addition, improving the operation ability and service quality of financial institutions, accelerating the foster of finance market and improving the efficiency of law enforcement are essential measures.
