In 21st century the human resource has become the core competition. More corporations attract employees and retain them by competitive wage system.But when the wage system attains or exceeds the exterior wage system, the employees do not approve of it.The reason is that wage system does not suit interior equitableness.In national scientific research agency,the satisfactory extent to wage system rests with interior equitableness.Traditional wage system rest with administration series,headship and the title of a technical post. There is not primary and secondary in The Positions and the departments.It is the same wage of the same rank.The risk and responsibility do not been comported.The same wage brings unfair to allot in fact.It is low-grade of the wage satisfactory. Job evaluation technique is the one way to solve the question.Job evaluation is one of the most important techniques used in human resource management. It can be used in evaluating the comparative value between jobs and taken as the basis to build up classes and steps of allowance and wage1 The job evaluation has been widely adopted in different enterprises and companies , but seldom applied to national scientific research agencyl Job evaluation is introduced to function department of national scientific research agency in this paper , the feasibility and availability has been analyzed and discussed.Apart from the preface and the conclusion, the whole paper is divided into four parts. The first one introduces the backdrop of L Research institute and the status in quo about hunman resource management in the Research institute.The second part expounds the inner nature of job evaluation , the relative theories ,the guiding function of job evaluation,together with the methods of job evaluation. For the third part, it is the body of the paper, which describes the detail design and practice of job evaluation, which takes the function departments of L Research institute, and the design and practice of job evaluation. The forth part is connected with the practice of the job evaluation and the assessment of job evaluation itself.
