Itil-based It Outsourcing Service Provider, Comprehensive Evaluation Study

Information technology Outsource (IT Outsource) is the one of core competitive ability in the enterprise for 20 years. Wraps through IT Outsource, the enterprise not only enhanced the IT department's achievements, more importantly strengthened the IT technology and the service flow conformity, causes the enterprise to be allowed to use the superiority resources into the superiority in the core business. Until ITIL (Information Technology Infrastructure Library) apparent, the enterprise IT service management starts to renewal transformation, IT seeps to the business management and fuses more closely, the information approaches "the service actuation by "the technical actuation", approaches "the policy-making actuation" by "the service actuation". The IT department role also gradually transforms from the pure information technology tendered to the information service provider. IT Outsource started to follow with the ITIL standard.Regarding of the choice of IT Outsource provider, there has some scholars to conduct the research both domestic and abroad. But IT Outsource which under the ITIL standard implementation is the emerging IT service provider, the choice of service provider is a particular question, which is urgent needs to solve in IT Outsource theory nowadays.This research basic mentality is in the reading massive domestic and foreign literature foundation, choose target system which is typical and has application value, carries on the ITIL standard to revise it. Through the questionnaire, Confirmation the validity of targets, simultaneously, obtains more objective weight using the entropy value law to carry on the revision to predecessor's target system weight. Finally obtains this article to propose based on under ITIL standard to choose and evaluate the IT Outsource provider, confirmation through mathematics modeling to it.This article research technique mainly is the theory inferential reasoning, the questionnaire survey and the entropy value law computation, the main tool is SPSS11.5, EXCEL software. Carries on the validity check using SPSS11.5 to the target system, including relevant analysis, together analysis and letter analysis; Exchanges using EXCEL looks up the obtained mass datas to carry on statistical processing, calculates the objective weight according to the entropy value law, again hits a minute method weight through the reference former expert to carry on the weight synthesis, finally obtains the entire appraisal target system.
