| As part of the deep-seated reforms in the state economic environment,the majority of nationwide geotechnical corporations,are presently making transitions of their operating system,from the national institution to civil enterprises. According to the disposition of provincial State-owned Assets Supervision and Administration Commission of the State Council(SASAC), XX Engineering Design & Research Institute of the Coal Industry Department(here in after JINAN Institute for short) is going to complete its transition in this year,from state-own large-scale design and consultant institution,to a civil independently managed enterprise.As a state-own large-scale geotechnical corporation,under the influence of its history condition,JINAN Institute is lacking in enough understanding and institution and demonstration system in enterprise management, and organizing guarantee in executing stratagem.At the moment of its transition from state-own institution to civil enterprise,it is necessary to do some elementary research and discuss about its managing stratagem. This is the main intention of this paper.This paper did detailed analysis on the macroscopical environment and industrial structure that JINAN Institute has now faced. On the basis of this,it used the theory of Value Engineering,to select from various factors which affect JINAN Institute's development stratagem,and drew conclusions as follows: The most advantaged external circumstances is: the coal design and consultant industry has a strong admittance system and finer customer loyalties. The biggest threat from the external circumstances is:the state's resource-economizing stratagem is brought into effect,the coal industry is developing too fast,in the future the coal market is possible to shrink,and competition will be more vehement. The biggest inherent advantage is:brand advantage and capable and seasoned technicians. And the biggest inherent disadvantage is: good corporation culture has not yet been formed,and the organization structures are not sound.This paper introduced the existing devolopment conditions of foreign design and consultant corporations,and contrasted it with that of JINAN Institute. It integrated JINAN Institute's inner and outer circumstances and industrial structure to analyzed. It used Logical Framework Approach to classify JINAN Institute's managing stratagem into four layers: macroscopic target,particular target,output achievement,investment and activities,and analyzed the logistic relations between each layers.
