Since the foundation of the People's Republic of China in 1949, there has been lots of problems worth to study of Chinese energy policy in more than 50-year's history. There is the concrete content, the background, intentions or goals, the specific measures, the effect and the reasons for the success or failure of a policy, etc. Using the Mao Zedong Thought, Deng Xiaoping Theory and the international political economic theory, this thesis systematically looked back at, analyzed and summarized the history of Chinese energy policy, conferred the relationship between the development of energy policy and the change of international and domestic situation.Firstly, this thesis gave an outline of the history frame of the energy policy. Based on the alteration of energy industry, it divided the history of China energy policy into six phases: Restoration period; The Great Leap Forward period; the Cultural Revolution period; the reform and open period in 80s; in90s and in the 21st century. The energy policy has important impacts on the economy and society in every phase. The thesis then inferred four elements which had greatly affected the formulation process of energy policy. Using the theory of the history of Communist Party of China, Politics, International political economics, the thesis analyzed how the four elements affected the formulation of energy policy, and the success and failure of policy. In the end of the article, the author deduced six inspirations which proved the reasonableness of the new energy security view of China. The main contributions of this paper:Gave readers a clear outline of the Chinese history of energy policy;Divided the history of China energy policy into six phases and analyzed them one by one;Using the theory of the history of Communist Party of China, Politics, and International political economics, the thesis inferred four elements which had greatly affected the energy policy;Deduced six inspirations which prove the reasonableness of the new energy security view of China.
