Transnational projects have increased more and more today, people pay more attention on cross-cultural management than they did ever. Because it proceeded under the multicultural background, the participants have different inherent culture. They not only have different national culture, but also have been affected by their respective enterprise culture for they come from different organizations.Cross-cultural management theory has been gradually engendered and developing in the late 1970s. The enlarging international cooperate make people realized the importance of culture. Upsurge on researching cross-cultural management has been aroused in American at that time. How to design efficiency management strategies under different cultural environments to guarantee the success of transnational management is the research's main purpose. But these researches mostly concentrated on transnational enterprises. For the cultural factors in the transnational projects is more complicated than transnational enterprises', it will be more important to research on transnational project's culture under this economic globalization trend.Transnational project is a strong integrated enterprise, not only a span national boundaries and cross-cultural economic behavior, but also have common characteristics of project. To favoring attaining the goal, transnational project was affected by manpower, technology, environment and economic factors, etc. Among these factors, the effect of culture is more significance. Because human is one of cultural carriers, and a resource which is the most motivated and creationary. So at some extent, project management is managing human. When human resources is not suitable for the project, it will lead to more serious problem than other factors. Barry the process of projects and affected its efficiency, then increase the accomplishment of project's time and cost. Even then directly make the failure of the project.Based on the culture and cross-cultural management's meaning, points out different cultures will produce conflicts in management. Which affect the whole process of transnational project management? Combine the individualities of transnational project and management problems aroused by cultural differences, dialectic analyzed passive and positive influences on transnational projects. The managers fail to pay their much attention on the problems; on large degree it produces passive affect on transnational projects. It implies research on transnational cultural management have significant meanings. First introduces different cultural management in different organizations. Come out with the idea of cultural permeation from cultural aspects. Then finalize on the human, training comprehensive cross-cultural managers for transnational project. Construct collectively value ideology at the interior of the project. At last, transnational project must select the proper management mode based on their own characteristics to make the previous cross-cultural management strategies more befit the projects.Apply the precious strategies to transnational project is one of innovations to solve the management problems efficiency. Then points out the important role of construct enterprise's culture on transnational project. Introduce the significance of built up the excellent cross-cultural work team interior enterprise and how to construct project work team. In the end, summarize and offer a developing trend that cultural globalization's theory will have significance affect in the future.
