National innovation system refers to the complex network system which, in a country boundary, consists of the different innovation main bodies, the objects and intermediaries and so on and mutually affects which influence the production, proliferation and application of the science and technology knowledge then influence the economic society development. National Innovation System is a complex open system, and Theory of Dissipative Structure takes all complex open systems as the object of study scientific theory. Theory of Dissipative Structure points out, a open system far away equilibrium state, when some parameter change get a certain threshold value, by the fluctuation, has the possibility to have the sudden change, namely from the original disordered state to a ordered state in the space, the time or the function ,this kind of ordered state macrostructure is called the dissipative structure. The system has the dissipative structure on some basic conditions: Openness, far away equilibrium state, non-linearity machine-made and stochastic fluctuation. As complex open system, the evolution of national innovation system has the dissipative structure by receiving the restriction of these conditions too: Openness is the overall foundation of the national innovation system development, the far away equilibrium is the intrinsic fountainhead of the national innovation system's order evolution , the non-linearity is the key of the national innovation system's self-growth and consummation, the stochastic fluctuation is the cause embarks by which the national innovation system achieves the ordered state. From the theory of dissipative structure , the sustainable development of the national whole innovation ability not only relies on each essential factor innovation ability, but also relies on their mutually organic process, as well as these relations with the environment , which requests the national innovation system's construction of our country to maintain the moderate openness, requests to abolish the serious disease of the traditional plan linear system, requests the system construction and the cultural environment to display fully innovation essential factor into non-balance, the non-linearity and the stochastic fluctuation of the self-organization.This article divides into five parts. The introduction part, simply introduced this topic research background, as well as this article research technique and the research intention.The main text first part, has studied the theory basic connotation to the historic evolution of the theory of National Innovation System , and proved the national innovation system to have the complex open system characteristic.The main text second part, the historical perspective induction which produced after Theory of Dissipative Structure elaborated, in which introduces the basic condition which the dissipative structure produced, and points out the theory is suitable for the social system research. The main text third part, the main body part of the whole article, carries on the theory dissipative structure to the theory of national innovation system, using the logical deduction to elaborate the basic condition by which the dissipative structure of the national innovation system evolves, in this foundation, applying theory to reality, the overall openness, the far away equilibrium state, the non-linear function and the stochastic fluctuation , by these four angles of view to make the new theory discussion stochastically to the problems in our national innovation system construction .The conclusion part, draws out to the viewpoint of this article, and the further discussion and research issue.
