Distribution is one of the most important parts of modern logistics, and distribution costs constitute the major cost of the supply chain and logistics system. A successful logistics and distribution system will not be achieved without a high efficiency, low cost and high responsively distribution network. The optimization of a distribution network is to arrange the distribution lines and distribution schedule. Along with the development of e-commerce and door-to-door service, distribution network is playing an increasingly important role in manufacturing, modern logistics and retail enterprises. Logistics managers are facing a series of problems in carrying out their business: how to delivery reasonably and economically; how to secure an efficient and low-cost distribution system; how to ensure the distribution strategy matching with competitive strategy better and so forth. It can be said that in modern logistics enterprises the success of a supply chain has much to do with an optimum distribution network, which is considered as one of the most important thing of modern logistics enterprises.The purpose of this paper is to establish a rational distribution region division model and vehicle routing optimization model, and finally to design a distribution decision-making system through in-depth analysis and research of the distribution business. As a result, the logistics and distribution enterprises can increase the efficiency, reduce distribution costs, as well as improve response time and customer satisfaction.At the beginning, this paper gives an in-depth analysis of distribution business process in order to identify the factors affecting the distribution business, based on which this paper initials a standard distribution business processes. Based on the standard distribution business processes this paper establishes a mathematical model of distribution region division, and gives a solution to the model. In order to get the optimal distribution decision in each distribution region, this paper establishes another mathematical model of vehicle routing choices and optimizations based on mixed time window, and then solve the model with a widely used method - genetic algorithms.On the basis of the above theory research, this paper analyzes and designs the distribution decision-making system with Web Services, and implements some modules of the system.
