Along with the development of the economic globalization, the government all over the world pay much attention to the position of Small and medium-sized enterprises (SMEs). For developing Chinese SMEs, their progress has the strategy meaning to Chinese economy and society. Since the reform and opening policy was adopted by the Chinese government, Chinese SMEs have made a great progress and their contribution to the national economy has become more and more indispensable. After China's entry into WTO, not only further increases the position of SMEs, but also gives them larger development opportunity. Under this background, "'internationalization" becomes the inevitable choice for the Chinese SMEs. However, in virtue of SMEs' lack of competitiveness and experiences of international competition, it is a important problem that how SMEs go to international market and conduct foreign direct investment (FDI) in order to exert their advantages and avoid disadvantages, and what a role the government plays.Firstly, this text contrasts the definitions of SMES of different countries and expatiates the related theories of the developing country multinational management, and in this foundation ascends analyzing SMES' motivations of multinational management (Chap.2); Secondly, tallies up four development stages Chinese SMEs multinational management experienced and analyzes the obstacles that the Chinese SMEs face currently(Chap.3); Thirdly, summarizes the advantages of Chinese SMEs multinational management in the aspects of producing the power, applying the technique, innovation and the speed of response, elaborate that it is viable that the Chinese SMEs implement multinational management strategy(Chap.4); lastly, points out it is essential for Chinese S AEs to engage multinational management step by step and put forward the three-steps strategy including developing export trade, building up the oversea marketing system and foreign direct investment, analyses the problem that should be noticed at each stage, and suggest that the government...
