Under the condition of planned economy, labor relations were a kind of administrative relations, the study of labor problem was at the stationary state basically. Along with the evolution of economic system reform, the unemployment followed one by one, the labor disputes and conflicts happened a lot, the labor relations became tenser increasingly. The problems of labor's right, which were the most common and direct social economic benefit issues, have already profoundly and widely affected the survival of enterprises, the smooth movement of market economy, and even the development of entire society. It is a current significant theory and realistic question for government to balance the marketable labor relations, establish the balance mechanism between capitalisms and labors.This article takes the reform of socialism economic system as the particular analysis background, takes the Marxism theory as the instructions, uses the relational government governs' theories and practices in western developed country's mainstream thought for references, and takes all sorts of the problems in the process of forming marketable labor relations in the turning times as study topic, discusses the theories and construction mechanisms of studying labor relations' governance.The paper studies the government's governance and function boundary about labor relations in the turning time. The government is authorized to constitute and revise the policies, laws and regulations relational to labor relations, provides the system safeguard for standardizing labor behaviors. As the third party status, the government intervenes labor relations, it creates advantageous environment for collective negotiations, protects labors and employers' legitimate rights and interests, especially the labors'. The government has the responsibility to intervene labor disputes and labor conflicts directly and indirectly, reduces the loss to the lowest degree. The paper approves that in order to adjust the labor relations, the government mainly should consider how to establish the real collective negotiations system in the base of strengthening the trade union, and change the serious unbalanced situations...
