Confucian culture as one of the world culture has been and is still on promoting the development of human civilization and plays a positive role. The golden mean is among the core of Confucianism. As one of the richest influence theories, it is very great and profound, it also occupying an important status in the Chinese people's mind. Since the doctrine of the mean has been generated, people began to use it in the social and life management activity and accumulated a certain amount of experience, but there were also some applications of bias. Since the world economic crisis, the economic development of all countries are subjected to varying degrees ,governments and businesses are looking for a way which can make them out of he economic crisis as soon as possible. Especially this year, the economic crisis deepened further, governments and enterprises are faced with the problem of survival and how to develop. To solve this problem, we must improve the management quality of the government and enterprise, and apply the doctrine of the mean into management. It will help to improve the quality of management, interpersonal skills, and to build harmonious relationships and a good learning organization. Eventually helping managers find out a management innovation path to solve the survival and development problems, and through the economic crisis.The golden mean not only has the concept of middle, moreover it is also containing the concept of harmonious. It is not compromised, neither the compromise-ism. The main concepts of the mean in management include According to rule, seeking for harmony, expedient response, and system focus, advancing with times, and standing to reason. This study focuses on the concrete application of doctrine of the mean in the management of planning, organizing, leading and controlling function.
